The term was created by Claudio Flavio Juliano (331/332 - June 26 from 363), who was the Roman emperor from 361 until his death.
One of the primary tasks of Julian as emperor, was to restore paganism as the religion of the Romans, in this attempt to imitate the Christian church in all its institutions and even its doctrine, as in this case, also coined the term " philanthropy "to replace the Christian charity, which was one of the virtues of the new religion and had never been part of pagan religion as in Rome or Athens.
