In late 2007 and early 2008, the CDFA became the center of a controversial program to eradicate the apple moth brown, which included aerial pesticide friction. After the first drag in the counties of Monterey and Santa Cruz, hundreds of reports of adverse health effects and plans to expand the spraying in the Bay Area resulted in negativity from the media, state legislative chose closing the loophole that allowed the spraying without an environmental report, and a rejection of the plan by many of the county council and the city and an investigative report from the Associated Press that led to the suspension of nearly 500,000 in Relations PR campaign launched by the CDFA to "counter the concerns raised by environmentalists and local residents, who complained of breathing problems and other health effects after the spraying." In March 2008 the mayor of Albany, California, Robert Lieber, requested the resignation of Secretary Kawamura .
